Amit Kapoor, President of Parents Association Jammu, has questioned the functioning of the Chairman of JKFFRC and accused him of under-table collusion with private schools. He said that to bring out the truth of the irregularities done by the Chairman of JKFFRC, this entire matter should be investigated by the CBI.
He said that this is a multi-layered scam and only a CBI investigation can find out the truth. He said that when a government official is involved in corruption and its amount is hundreds of crores of rupees, then in such a situation CBI can investigate the matter. Apart from this, tax exemption is obtained illegally by the school. He said that JKUT is under the control of the Central Government, so it becomes the jurisdiction of CBI. Apart from this, the government treasury has suffered a loss of crores in the case of tax evasion by illegal schools. For example, the illegal Foundation School in Humhama Budgam Kashmir got a tax exemption of 20 crores from 2015 to 2024. Amit Kapoor has raised this demand while addressing a press conference in Jammu. He questioned that if Sunil Hali was in the list of JDA land grabbers, then why was he made the chairman of FFRC? He said that why were 140 orders of the Fee Fixation and Regulation Committee suppressed and no one came to know about those orders until he exposed them in the media? And neither were the orders uploaded on the website. Along with this, he said that who had approved the 40-day leave of Sunil Hali FFRC Chairman and who was running the Fee Fixation Committee during that time and during those 40 days the parents were looted due to the committee being leaderless? Amit Kapoor questioned how the fees of most of the declared old violator schools increased drastically after Sunil Hali returned from the US? He said why Sunil Hali is hesitating to provide the annual fee of all J&K schools to Kashmir education rights activist Mohammad Suhail Dar in RTI for the last 8 months? If the previous committee had done something wrong and approved illegal new admission fee, why did Sunil Hali not cancel that order? He said how did FFRC Chairman Sunil Hali or the Fee Fixation Committee accept the files of those old violator schools for new fee fixation when their case was pending in the Hon’ble Double Bench of J&K High Court? Amit Kapoor further said why is an Environmental Science teacher of a government school enjoying the post of Administrative Officer in FFRC despite the transfer order of the government and what is it that is forcing him to stay in FFRC. Along with this, he also said that why Sunil Hali recommended the registration of Foundation World School Hamhama Campus to the Director School Education Kashmir, that too when Justice Attar, the predecessor of FFRC, had declared it a fake Cambridge and illegal school, while the CEO had declared it an illegal school and DSEK also declared it an illegal school. Amit Kapoor said that he should have recommended an FIR for illegally acquiring property worth Rs 100 crore by Foundation World School in this illegal school from 2015-2024, but he did not do so. The Parents Association Jammu has appealed for a Central Bureau of Investigation probe into the fee fixation committee in the scam case.
He said that the CBI should take suo motu cognizance keeping these facts in mind and investigate this scam in the larger public interest, especially in the interest of school children and parents of Jammu and Kashmir. He said that Foundation World School cheated the FFRC and got the fee sanctioned for the illegal school and yet why did Chairman Sunil Hali recommend this influential school for registration. Amit Kapoor finally said that why Sunil Hali and his fee fixation committee like to increase illegal fees by violating the norms to make the powerful influential schools of Jammu and Kashmir rich whose annual income is crores of rupees. He said that this is a scam of fee fixation committee of crores of rupees in Jammu and Kashmir, only CBI investigation can find out the truth.
