Jammu: Former Minister and senior Congress leader Raman Bhalla today urged BJP government not to take any decision that would precipitate a crisis in Jammu and Kashmir and asked it to ensure the constitutional guarantees are maintained. Bhalla expressed deep concern over various unverified and uncalled for statements from various quarters which were creating an atmosphere of panic and apprehension about the intentions of the government. He said unprecedented advisories being issued to the tourists, yatris and other civilians, are all creating an atmosphere of heightened insecurity and fear.

Bhalla also alleged that the Modi Government has failed to understand that distress in society and smooth functioning of economy do not go hand in hand. He criticised the BJP for misguiding people in various parts of the country for gaining power. He said that youth are the most affected due to the hollow policies of BJP Government at the Centre. “Instead of providing jobs the BJP leaders are playing with the sentiments and future of unemployed youth of J&K State,” he added.

Former minister urged upon the BJP Govt to fill the 50,000 posts in the Jammu and Kashmir State announced by him so that the unemployment crisis faced by the youth would be resolved. He  said that youth is affected by the rising unemployment in Jammu and Kashmir. He accused the previous regime of BJP for its failure to provide jobs to the educated youth. He alleged that the previous `alliance government’ had promoted corruption and nepotism in the State. He said that previous regime of BJP has totally failed to address the problems of the people of the State. “BJP has failed to address the problems and the miseries of the people of Jammu and Kashmir have increased manifolds,” he added.

Bhalla lashed out at BJP and said that as result of BJPs decisive politics, the clouds of uncertainty were hovering over the skies across the India where unemployed youths are battling hard to get jobs while at the same time, the farmers are struggling hard to get suitable price to their crops. He urged the Governor to take stock of the problems being related to their basic amenities in the State. He said that Congress is guarantee to peace, communal harmony and brotherhood where all sections of the society find solace under its shelter. Bhalla said that the youth who terms to be the ‘Nation builder’ are presently on roads due to the hollow policies of the BJP led Government at the Centre. Bhalla promised to empower the youth in the State so as to take J&K on the path of growth and development.

Bhalla also appealed Governor to address genuine concerns of lawyers who have announced an indefinite strike against the government’s decision to divest powers of registration of immovable property in Jammu and Kashmir from the judiciary and transfer it to the revenue department. Lawyers had been agitating ever since the State Administrative Council (SAC) headed by the former governor of the erstwhile state of Jammu and Kashmir, Satya Pal Malik, sanctioned the creation of a new Department of Registration under the Registration Act, 1908 (Central Act) for registering documents pertaining to immovable property on October 22, 2019.The new Department of Registration will function under the administrative control of the revenue department, as opposed to the prevalent system of registration in Jammu and Kashmir where the power of registration of immovable property was with the judiciary.

Claiming that Jammu and Kashmir is passing through various kinds of restrictions leading to economic slowdown, Bhalla urged the Centre and local administration to consider “genuine demands” of business community. The failure of the Centre and state government to respond to the genuine demands of people to extend date for ITR and to defer implementation of harsh Motor Vehicles Act, and extension of GST date, has dismayed the people when they are very much hard pressed on economic front. He said there seems no logic to reject the most genuine and justified demands in the wake of prevailing situation especially on the economic front and various kinds of restrictions making it difficult for the business community in particular and the common man in general to carry on their activities for survival.”This kind of attitude of the centre government is quite unfortunate and disappointing for everyone,” he said. He also demanded parity in the matter of security to the leaders of opposition parties in order to facilitate them to reach out to the grass root workers and the common people, for any kind of political process, to be successful, meaningful, fair and credible.”The government must create appropriate congenial atmosphere for the smooth and successful conduct of any electoral exercise,” Bhalla said.
