Chief Secretary reviews HADP projects
SRINAGAR, SEPT 06:

Chief Secretary, Atal Dulloo today chaired a meeting at Civil Secretariat here to review the pace of implementation of infrastructure projects being monitored through the Project Monitoring Group (PMG) portal.
The meeting was attended by Additional Chief Secretary, Jal Shakti; Additional Chief Secretary, Forest, Ecology & Environment; Principal Secretary, Power Development Department; Divisional Commissioner, Kashmir; Commissioner Secretary Information Technology; Secretary, Public Works (R&B) and other senior officers. Divisional Commissioner, Jammu; Regional Officer, NHAI, J&K Jammu; Chief General Manager BSNL and others attended the meeting through video conferencing.
While chairing the meeting, Chief Secretary emphasized the need to address the issues being faced by implementing agencies on priority to ensure timely completion of projects. He directed the officers to work in a coordinated manner to iron out all issues which are causing hindrances in implementation of projects.
Atal Dulloo inquired about the latest status of each project from the concerned officers and the challenges being faced by them in completion of the projects.
A brief presentation was made giving details about the summary of PMG issues pertaining to J&K on the portal.
It was given out that a total of 116 issues have been flagged on PMG portal out of which 106 have been resolved while the rest are at various stages of resolution.
The issues that came up for discussion include non-availability of electric connection in 660 locations in 13 districts, saturation 4G mobile coverage of uncovered villages through USOF, Shahpur Kandi Dam, 4L ring road/bypass around Srinagar 5G/4G expansion of Reliance Jio.
PMG portal of Invest India is a unique institutional mechanism to facilitate resolution of bottlenecks in infrastructure projects and do milestone-based project monitoring of the same.

the status and progress of implementation of projects under Holistic Agriculture Development Program (HADP).
Besides, Principal Secretary Agriculture Production Department, the meeting was attended by Managing Director & CEO, J&K Bank, Mission Director, HADP, All Deputy Commissioners of J&K UT, heads of various departments.
Assessing the performance of each project on different parameters, Chief Secretary emphasized the need to expedite establishment of various project activities. During the meeting, key issues were identified with immediate directives issued for their resolution.
Dulloo said that there must be focused attention on the extension and outreach of HADP activities to ensure that intending beneficiaries across the length and breadth of J&K are brought within the ambit of HADP.

He called for a thorough analytical study of the implementation process so far to identify the areas where we are lacking. He said that the study will help us in identifying the gaps so that tailor made corrective measures are taken to fill those gaps.

He impressed upon the officers to commit themselves towards achieving the set targets within stipulated timelines, ensuring optimal utilization of allocated resources. He asked them to expedite ongoing works on these prestigious projects so that benefits are provided to the farming community.

Chief Secretary further called for coordinated efforts between farmers, APD, universities, HoDs for smooth flow of the implementation process.

During the meeting, the officers presented detailed updates on implementation status, challenges encountered and strategies to expedite pending activities under these schemes. The review concluded with a reaffirmed commitment to expedite project activities and ensure effective collaboration among all stakeholders to achieve the objectives of the HADP.
