A deputation of Independent Corporators of Jammu Municipal Corporation met with Adv. Purnima Sharma Hon’ble Dy. Mayor Jammu Municipal Corporation in her office chamber on 08/06/2019 regarding most genuine demands of Corporators of JMC, Jammu. Threadbare discussion was held with Hon’ble Dy. Mayor JMC, Jammu Adv. Purnima Sharma listened the deputationist patiently and assured to address the problems being put forth by Independent Corporators. Implementation of 74 constitutional Amendment Act in J&K State
Constitution (Seventy fourth Amenement) Act 1992 has introduced a Part IX A in the constitutional which deals with Municipalities in an article 243P to 243ZG. This Amendment is also called Nagarpalika Act which come in force on 1st June 1993. Unfortunately this has not been implemented in J&K State so far. We request to your goodself to take up this issue with Hon’ble Governor and Hon’ble Advisor to Governor J&K State.
Shortage of Safai Karamchari
Clean Jammu is not possible without increasing the strength of Safai Karamchari. For more than a decades time some Safai karamchari has retired and some have expired and strength has decreased in every ward of corporation. The population in each ward has increased. Additional Safai karamchari may be deployed at an earliest. So that hue and cry of people of wards may be calmed down and Corporators may have sigh of relief.
Adherence of Safai Karamchari to duty hours and appointment of SKC on permanent basis to meet the requirement of Corporation
Mostly Safai Karamcharies are not seen after 11.00 a.m. They must adhere to the duty hours. SKCs may be appointed on permanent basis and old case may be regularized to meet the requirement of Corporation.
Release of Funds
All the Corporators are facing problem due to shortage of funds for developmental activities. After lapse of 8 months work of stage Ist to the tune of Rs. 10 lacs could not be started in some wards. We request that 2nd stage work may be started to the tune of Minimum 25 lacs so that people of wards my be satisfied to some extent.
Council Meetings
No Council meeting could be convened even after lapse of 4 months. The Corporation should ordinarily hold one meeting in every month for transaction of its business as per section 53 and Sub-section (1) of J&K Municipal Corporation Act 2000. In near future at least two meetings may please be convened per month.
Equal Faculties to all Corporators
All the facilities such as lights, dustbin, grating etc may be provided uniformly to all the Corporators.
Shortage of Linemen and Helpers
Almost all the Corporators are facing problem of lineman and helper because there is no fun of delivery of lights etc. without Linemen and Helper. Linemen and helpers may be deployed at an earliest. So that installation work may be speeded up.
Newly created Wards are Lacking Facilities:-
Additional funding and facilities may be allocated to newly created wards keeping in views their under developed conditions, geographical area and population of wards.
Allotment of Funds for Emergency Works
Funds to the tune of Rs. 10 lacs may be allotted in each ward for starting emergency works by the concerned Corporators in each ward.
Delivery of Autos for Disposal of Grabage with two Safaikaramchari
There are some wards where autos with Jerk System have not been provided. At least two Safaikaramchari may please be deployed with each auto because there is already a shortage of Safai Karamchari.
Difficulties to Implement Centrally sponsored schemes.
All the Corporators are facing problems to implement centrally sponsored schemes such as House for All, Widow/Old Age/Handicapped pensions, Swach Bharat etc. Needy people don’t have land ownership papers, difficulty in issuance of NOC from JDA Deptt. Issuance of Income Certificate etc. The procedures may please be simplified. The window below the age of 40 years is not entitled for pension. It is a great injustice, she must be entitled pension from the age of 18 years onward.
Delay to Start Work
In case there is a single tender or contractor willfully delays to start work, then there must be some alteranate arrangement with the consent of concerned Corporator so that people may not suffer. There are some wards where stage 1st work could not be started even after lapse of 8 months
Responsibility must be fixed for contractor to Maintain quality of work
There are some departments such as PWD where responsibly is fixed to maintain quality of work such as black-topping work in Public works department . This responsibility may please be fixed in Municipal Corporation Works also.
Information to concerned Corporator during the tour of Hon’ble Mayor or Hon’ble Dy. Mayor, Chairman of Standing Committee
Information to concerned Corporators is must during the official tours of Hon’ble Mayor, Hon’ble Dy. Mayor or Chairman standing committee in the wards. Recently most of the Corporators were not informed during sanitation/cleanliness drive.
Scarcity of Water and Unscheduled cuts of Electricity
There is scarcity of water in most of the wards, contaminated water is supplied in most of wards due to damaged pipes. The Water supply is on third day in some of wards like Bahu Fort Area. It is peak season of summer and there are unscheduled cuts of electricity. The people are facing great problem of unscheduled cuts. It is, therefore, requested that concerned departments my please be approached for sufficient and safe water supply and regular supply of electricity.
Provision of Water Coolers
At least five water coolers may please be provided in each ward because only one water cooler has been proposed for each ward. The summer season is at the peak but the water cooler already installed are not in working condition and need immediate repairing. The water coolers already installed may be repaired and five new water cooler may be provided to each ward.
