JMC arbitrarily favoring Blue Eyed and ignoring rules & norms: Young Panthers

Jammu Kashmir National Panthers Party youth wing Young Panthers, Today held a press conference at Jammu. Addressing the media, State Vice President YP, Partap Singh Jamwal said that JMC invited tenders for the upgration of Shamshan Ghat, Jogi Gate, Jammu tender id 2018. HAUDD 65787-1. He said total 4 bids were received by JMC against this tender.
Jamwal alleged that two tenders were accepted and two were rejected by JMC without any justifiable ground. He further alleged that JMC officers arbitrarily favouring blue eyed and ignoring rules and norms. Due to some under table deal JMC authorities have decided to sanction this tender in favour of the politically and JMC sponsored agent even at higher cost at least Rs. 20 lac above the rates.
He alleged that the rejection of one bid (who had submitted all required documents with the bid) without assigning any reason in writing this clearly show that JMC authorities favour a particular firm. Inspite of court order Dated 19-12-2018 in our favour by way which the Hon’ble High Court explicitly directed the concerned officials to abstain from allotting the tender to anyone but clear violation and with malafide to favour a particular firm.
Partap revealed that up gradation of Shamshan Ghat works had been allotted by the officers concerned to blue eyed contractors in total disregard for financial code and Book of Financial powers. Cautioning the authorities to stop ducks and drakes with public money, Singh said that politician-contractor nexus in JMC shall be fully exposed. He said that it has come to our knowledge that allotment has been made on a back date. Also it is our utter shock that allotment letter is also being deliberately concealed from putting forth in public domain.
He said that this is open loot of public money committed by the tender opening authority i.e officer of the JMC who deliberately hell bent to cause loss to the state exchequer by accepting a bid which is more than quoted rates and deliberately and wilfully bid rejected without assigning any reason.
Partap appealed to the Governor of J&K to intervention in this matter and demand a time bound probe and action against the officers of JMC who in connivance of the other parties conspired to cause loss to the state exchequer and public money.
Other who were present in this press conference including Bhanu Partap Goria (President Jammu West YP), Vikrant Sharma (Vice President Jammu West), Arjun Suri (President Ward 14), Arun Mehra (Vice President Ward 14), Raghav Talwar (Zonel President YP) and Distt. President YP, Tarsem Singh also addressed the press conference.
