During a largely attended press conference, JKRCEA, as a frontal organization of SCSTOBC communities has scathingly attacked the ruling BJP and its national leadership for befooling SCSTOBCS masses across the Nation and particularly in JK UT by false claims of overall development of SCSTOBCs and extension of new constitutional guarantees to these communities. Both the PM & HM of the country, day in and day out are falsely claiming that during last 10 years, lot have been extended for overall development of SCSTOBCs in country and JKUT in particular and especially after abrogation of article 370. This all is bunch of lies and JUMLAS. The JKRCEA leadership further said that they have been raising concerns about the plight of SCSTOBCs in J&K especially post abrogation but without any heed by the LG’s administration and the central leadership including both sitting MPs of the BJP from Jammu Division.
The leaders of JKRCEA castigated both UT/State and central government for not only befooling SCSTOBCs of J&K with wrong slogans and unconstitutional and anti SCSTOBC schemes but very calculatedly violating/slowly killing already given guarantees meant for the welfare of SCSTOBCs, in spite of getting huge number of votes of these communities in 2014, and 2019 parliamentary elections, as well as, ULB and Panchayte elections. SCSTOBCs voters were used like paper napkins and BJP used SCST political leaders in their party to spread nefarious designs of befooling SCSTOBCs through these pimped leaders who like parrots sing the songs written by the governing political bosses. The PM’s Slogan of “DHARA 370 KAA KHATAMA JAMMU KASHMIR MAINE EK NAYA ITIHAS LIKHYEGA” has a turned out to be a false slogan at least for SCSTOBC but SCST political stooges justify it wrongly. JKUT is slowly and steadily is getting turned into Bihar/UP like situations on socio-religious and even political fronts Atrocities on SCs have increased several folds after 370 abrogation’s The caste based verbal sloganeering have increased not only against commoner but elected pancahyate members and BDC members too. Incidents of open abuses and threatening to SC DC, ADC and DIO of Rajouri District were seen in the previous years. LG sahib has ample time to meet even one-man delegations repeatedly. sometimes within one month itself even on minor/trivial but he do not have time to meet real representatives of SCSTOBCs.
The officials in LGs secretariat on one or the other pretext refuses time with LG sahib for delegations of SCSTOBCS. Once he met delegation 03 years back and threw false promises only. Baseless schemes like the announcement of 10% Reservation for Agniveer in JKUT and immediate implementation of EWS, Pahari and others such anti constitution reservations in JKUT were implemented without any ifs & buts JKRCEA leaders also condemned left and right allotment of State land to big corporates from outside J&K at the cost of locals
Prof. G.L. Thapa (Working President); in his address said that 09 years of the struggle of SCSTOBCS in J&K have seen no results due to biased mind set of the governing system of J&K wherein, genuine demands of SCSTOBCS like restoration of reservation in promotions, implementation of Mandal commission report, on ground implementation of SCST Atrocities and Forest Rights Act, free land to Balmiki Community, filling of Backlog vacancies of SCST, SC Component Plan effective utilization etc have been vehemently ignored. In reality, the problems have been compounded by adding more to the vows of SCSTOBCs in JKUT by targeting direct recruitment quota also and redefining roster resh and finishing backlog vacancies for SCSTs with one stroke of pen. Atrocities on these communities in the hands of J&K Bureaucracy, recruitment agencies including Public Service Commission and even the politicians have increased several folds. He further said that no heed was paid to their representations to “Delimitation Commission” and “Backward Classes Commission” headed by an upper caste retired judge who did lot of damage to SCSTOBCs and acted as a dictator, sometimes even ignoring valid opinion of co-members.
Mohinder Bhagat, (Working General Secretary) while further elaborating on the plights of SCSTOBCs of J&K said that none of the promises made by BJP with SCSTOBCs have been fulfilled in last more than 09 years of the struggle of SCSTOBCs in J&K He said that issue of Reservation in Promotions remained unsolved and rather sabotaged under the nose of LG in spite of all legal and constitutional backings, SCST Atrocities Act remained unimplemented on ground, Mandal Commission report remained unimplemented in spite of false promises, ST status of Gujjar/Bakarwals stands diluted in J&K, no whereabouts of SC Component Plans, many successful attempts to snatch state lands from SCOBCs after abrogation of article 370 have been made, slow and less disbursement of SCST Scholarships, Lollypop to Balmiki communities and so on are few glaring rights of SCSTOBCs which are being killed in a very calculative manner by BJP backed present ruling dispensations with close coordination of anti-reserved categories bureaucracy of J&K
Sham Bassan, (President Dalit Chetna Manch) said that slogans of PM Modi like “MODI HAI TOH MUMKIN HAI” ‘SAB KAA SAATH SAB KAA VIKAS’, ‘MAINE KISI PAAR BHI ZULAM NAHIN HONYE DUNGA’ have miserably failed in JKUT and whatever He and HM is claiming in their rallies and coming in media is all false. He said that attitude of LG and his machinery after the death of Rajni Bala teacher in militant attack was indifferent. Ex-gratia relief was delayed, condolences to the family were delayed and happened only when reserved categories agitated. The institutional murder of Prof Chandrasekhar was not probed thoroughly and people involved in his murder were given plun postings what to talk of punishing them. Meager amount of ex-gratia to next of kins of deceased in Muradpur Phulliana (Rajouri) militant attack is another story of no sympathy & empathy of LG administration towards SCs in J&K.
The leaders in the end said that quite a good lesson has been taught to BJP in the two parliamentary seats of Jammu region and full lesson to them shall be taught to them in upcoming assembly elections including SCSTOBC Morcha leaders of BJP if they do not mend their anti-SCSTOBC attitude and behavior and restore reservation in promotions and all other constitutional guarantees as promised while abrogating 370
