In the press conference the representatives of OBC’s caste & communities criticized the Negative attitude towards Mandal Commission identified OBC’s (Socially & Educationally Backward Classes) by the state ruling political Parties Viz.National Conference, PDP, Congress and B.J.P which ruled in the state since independence of the country.
They further alleged that these ruling political parties have compelled the state OBC’s to live a life of second Class citizen in the AGENDA of first meeting of “J&K State Advisory Board for the welfare and development of Other Backward Classes”. Moreover the population of state OBC’s is more than 41% as per ” The national Sample Survey Organization (NSSO) a wing of the ministry of statistics and programme implementation (Copy enclosed-Annexure-B).The state OBC’s having NIL representation in the State Assembly/ Council and are inadequately represented in state administration despite the democratic Govt. after independence, they added.
He further stated that the State Govt. and Permanent state commission for backward classes are following the “Hon’ble supreme court Judgment dt.16.11.992 on Mandal Commission report” and “State Justice Anand committee Report – 1977 which is totally unconstitutional after the Implementation of supreme court Judgment the state Justice Anand committee report – 1977 has become NULL & VOID (27% reservation as per Hon’ble Supreme court Judgment has not been given to state Mandal Commission identified state OBC’s, they stated.
