A delegation of All J&K Plus 2 Lecturers’ Forum led by State President, Deepak Sharma called on Worthy Advisor to Hon’ble Governor, Sh Farooq Khan and submitted a memorandum demanding sanction of Time Bound Promotion/ACP in favour of Plus 2 Lecturers.
Deepak Sharma briefed the worthy Advisor that, the Plus-2 Lecturers appointed in the scale of Level-9 (52700-166700) (pre-revised grade pay 5400) have to face a worst type of stagnation in the absence of Running Grade/Time Bound Promotion and have to serve for about 20 long years to get first promotion as Principal at Level 10A/Grade Pay 5600 with meagre enhancement of just Rs. 200 ( from Rs 5400 to 5600 GP) whereas their counterparts working in the same scale in other departments of J&K Government are entitled for three Time Bound Promotions within the same time span of 20 years and are placed in Level -13 (GP 8700).
He further explained that the Forum has represented its genuine demand/grievance a number of times to previous Governments but nothing concrete has been done to remove the anomaly and the discrimination still persists with the Plus 2 Cadre. It is pertinent to mention that Assured Career Progression i.e. ACP was to be granted to all the Gazetted Cadres of the J&K including Plus-2 Lecturers as per Budgetary Announcement of 2018, but, to their utter shock, they were again left out whereas ACP/Time Bound was sanctioned in favour of various Gazetted Cadres including KAS/ KPS and Teaching faculty of Govt. Engineering Colleges of J&K.
He further added that even the Administrative Committee framed for the purpose (i.e.TBP/ACP) by the Governor’s Administration after humble submissions and petitions made by the forum has been lackadaisical in its approach and has failed to submit its recommendations.
Deepak Sharma appealed to Worthy Advisor and stated that the Forum has full faith in Governors’ Administration and hoped that with his kind intervention, Time Bound Promotion/ACP will soon be sanctioned in favour of Plus-2 Lecturers.
Shri Farooq Khan gave a patient hearing to the delegation and said that the Government will consider their genuine issue/demand of TBP/ACP and soon come out with a positive result to remove stagnation in their careers.
