Shiv Sena J&K unit hailed Governor J&K, Satya Pal Malik for taking cognizance of the people’s problem in getting Permanent Resident Certificate (PRC) and issuing directions to the authorities to simplify the procedure.
Addressing a press conference here on Sunday, Dimpy Kohli, State President Shiv Sena Bala Sahib Thackeray J&K unit along with Rakesh Kak, Ashwani Gupta, Vipin Hindu, Raj Singh, Sanjeev said that the people of J&K State are facing huge problems in getting PRC due to long list of documents, which they fail to collect and most of them abandon the process midway.
Kohli said that earlier, the documents required were as simple as producing a state subject of father or a land holding record to be submitted at the District Magistrate office, which acted as the basis of issuing a PRC to the aspirant. But after the implementation of new rules which consisting of more than one dozen documents to be attached, most of which are either impossible to acquire from different departments or have been perished in government records, he added. “During the regime of former Chief Minister, Omar Abdullah, the government has set a time frame of one month for issuing PRC to the aspirant but nothing has been done. PRC has become an uphill task in J&K and numerous complaints regarding undue harassment being meted out to the genuine applicants in getting the PRCs in almost all the districts of the State,” he said.
“A person or a family not having a land holding of pre-1947 is at the biggest loss in getting their subjects’ PRC made. Besides, attachments such as voter list of 1951, 1957 and 2014 have become a pre-requisite for applying for a PRC,” he said, adding that it’s difficult for an aspirant to fulfill all the formalities even the government officials of Revenue Departments has also committed that the some records of 1951 are missing.
He said there is rampant corruption in the Deputy Commissioner’s office from the PRC will be issued. The revenue officials indulged in corrupt practices and without bribe they will not move file from one table to another, he added.
Kohli appealed to the Governor to give directions to his advisor to this matter seriously and the procedure in getting the PRC should be simplified in a time bound manner and appealed to the Governor to obtain feedback of his directions.
