Alleging a conspiracy to kill the reservation of SC/ST/OBC by the coalition government of BJP & PDP, first by befooling the people of reserved categories by the politicians including Ex-CM Ms. Mehbooba Mufti and now by Hon’ble Governor, his State Administrative Council (SAC) and the bureaucrats, the leaders of socio-religious, retired employees forum, unem ployed youth /students and women wings of Jammu Kashmir Reserved Categories Empowerment Alliance (JKRCEA), in press conference held here today have said that the present dispensations at Centre and the State as well remained totally against the SC/ST & OBC communities as last five years have proven a worst ever time in the post independent Indian age. The leaders of JKRCEA while condemning the Anti-SC/ST/OBC stance demonstrated by the authorities at the helms of affairs have asked few leaders from amongst the SC/ST communities not to mislead them by distorting the facts as according to them none cared about Dr. B.R.Ambedkar and his ideology but used his name to exploit these communities for vote politics.
Sham Lal Bassan, President Dalit Chetna Manch while speaking on the occasion said that it is very unfortunate state of affairs that despite the people from SC/ST/OBC under the banner of JKRCEA have, since October 2015, many times approached every bureaucrat, MLA, minister, Chief Minister, Mehbooba Mufti during the popular government and Advisors to governor and the governor himself during the governor rule in the state of Jammu & Kashmir for getting the stay order granted by Apex Court in case of reservation in promotion implemented to give the reservation in promotion as per reservation Act 2004 & reservation rules 2005 but unfortunately all in vain. He appealed the governor to personally look into and resolve the stalemate.
Bod Raj Bhagat, President, socio-religious wing of JKRCEA said that if the government fails to take immediate positive decision in the matter, JKRCEA shall be compelled to launch a statewide agitation which would be otherwise peaceful virat rally but in case some mis happening will occur that shall be the sole responsibility of the state government. Prof. G.L. Thappa, President Retired Wing, while deliberating appealed the Honble Governor to directly intervene in this very sensitive issue, he being custodian of the constitution and matters of reservation are constitutional in nature. He said that after Supreme courts clear directives and DOPTs circular directions dated 15th June 2018, there is no room left for any delay in the matter. He further said that if some bureaucrats for their personal gains are becoming stumbling block in the matter, in the larger interests of these marginalized sections, in the larger interests of these marginalized sections, they should be adequately dealt with, so that situation on ground does not worsen due to negative attitude of these bureaucrats. He also urged the government to immediately appoint a Scheduled Caste member to JK Public Service Commission which is lying vacant for more than one year.
M.R.Bangotra said that the employees of reserved categories have been worst sufferers as they met gross discrimination in not only in posting & adjustment but in promotions and placement too. Not only this, citing few examples of PDD, R&B and Health & Medical Education department, he disclosed that few officers from SC/ST categories who are otherwise at panel positions have been dropped while making the promotion which is an irreversible loss to these employees.
Prof Kali Dass (AIBCU) advised the government to act quickly on otherwise sensitive issue before the reserved category people constituting about 60% population become unrest and take some drastic steps that shall not be in the larger interest of anybody. He also demanded for implementation of Mandal Commissions report in J&K and enhance reservation for OBCs in J&K as per their population. Among others Mohinder Bhagat, M.L.Banalia, Er. K.K. Darora, Er. R.C.Bhasin, Bahadur Lal, Muktiar Kalia, Sat Paul, F.C. Satia, Shashi Kumar, Sunita Kumari, Manoj Kumar and many others.
