The Jammu and Kashmir Government has amended the Jammu and Kashmir Police Rules, 1960, introducing a new framework for recruitment to the rank of constables.
According to a notification issued by the Home Department on September 7, 2026, under S.O. 237, 80 per cent of constable posts will be filled through direct recruitment, while the remaining 20 per cent will be allocated through absorption and promotion.
Under the amended Rule 174-A, 15 per cent of constable vacancies will be filled through absorption of Special Police Officers (SPOs) having a minimum of three years of engagement, subject to the prescribed educational and physical standards and qualifying the Physical Standard Test (PST).
The notification further provides that eligible SPOs must have demonstrated excellent performance in CI Operations, duly approved by the competent authority, to qualify for absorption under the provision.
Another 5 per cent of vacancies will be filled through promotion of in-service Followers having at least five years of service, subject to requisite qualifications, physical standards and clearance of the PST.
The amendment has been issued in exercise of powers conferred under Section 43(3) of the Police Act, Samvat 1983, and will have effect notwithstanding anything inconsistent with the existing Jammu and Kashmir Police Rules, 1960.
The order was issued by Chandraker Bharti, IAS, Principal Secretary to the Government, Home Department, on behalf of the Lieutenant Governor.
